SNAP, a benefit for low-income Americans, is a program for which "service members and their families may be eligible," the guidance said, pointing soldiers and their families to the SNAP website and phone number. SNAP is one of several options discussed as part of the Army's Financial Readiness Program. "With inflation affecting everything from gas prices to groceries to rent, some Soldiers and their families are finding it harder to get by on the budgets they’ve set and used before," guidance from Sergeant Major Michael Grinston said. "Soldiers of all ranks can seek guidance, assistance, and advice through the Army’s Financial Readiness Program." SNAP applications are processed through state agencies, each with its own eligibility standards. Applicants have to go through their local offices. Governor of Luhansk, Serhiy Haidai, took to Telegram to say the city of Kreminna, first occupied by Russian forces in April, had once again raised the Ukrainian flag over its buildings. It remains unclear why Russian forces have apparently withdrawn from the area just 15 miles north of the strategically important city of Sievierodonetsk and Fox News could not confirm if Ukrainian soldiers had yet advanced on Kreminna. UKRAINIAN TROOPS HOLD BACK RUSSIA FROM TAKING PRIORITY CITY IN DONBAS "Kreminna is completely empty – the Russian army has left the city," Haidai said in a statement translated by Ukrinform. Ukrainian forces have seen recent victories in the neighboring Kharkiv region since launching a major counteroffensive earlier this month and advancing toward Izyum, just 55 miles west of Kreminna. The U.K. Ministry of Defense said Tuesday that "elements" of Russian forces in the region have "withdrawn," and over the weekend Russian Defense Ministry spokesman Igor Konashenkov was quoted as saying that troops were being "regrouped" in areas like Balakliya and Izyum – once hotbeds for fighting and strategically vital for Moscow to resupply its troops in eastern Ukraine. Russia has yet to confirm its troop withdrawal but, according to the U.K. defense ministry, Ukrainian soldiers have recaptured some 1,200 square miles in less than a week. The ministry said that one of Russia’s top fighting forces, the 1st Guards Tank Army, suffered heavy losses at the beginning of the war and has been unable to "fully reconstitute" since. The ministry described the military unit as "one of the most prestigious of Russia’s armies, allocated for the defense of Moscow, and intended to lead counterattacks in the case of a war with NATO." Taylor Rene Parker has pleaded not guilty to capital murder and kidnapping in the October 2020 deaths of 21-year-old Regan Michelle Simmons-Hancock and the daughter who died after being cut from her mother’s womb. Authorities say Simmons-Hancock was stabbed and cut more than 100 times and had her skull crushed with a hammer in her New Boston, Texas, home before a scalpel was used to remove her unborn baby. She is also charged with non-capital murder in connection with the baby's death. Assistant District Attorney Kelley Crisp told the Bowie County jury Monday that Parker, 29, acted not because she wanted a baby but to keep from losing her boyfriend. Crisp said Parker disguised herself to make her look pregnant for nearly 10 months, faked ultrasounds, had a gender-reveal party and posted about her fake pregnancy on social media while searching for a possible victim, Crisp said. He is now facing premeditated murder charges. Lukas Alves is facing a slew of charges, including attempted first-degree premeditated murder of a law enforcement officer after he allegedly shot an officer in the chest at a Melbourne hotel Friday, FOX 35 Orlando reports. While being questioned by officers after the shooting, Alves said that he believed the officers were members of the Mexican Cartel who showed up outside his room to steal his belongings. "Alves and his roommate were staying at the Suburban Lodge Extended Stay when hotel management was alerted about a 911 hang-up call. When management knocked on Alves' door they overheard the man yell, 'There are a bunch of armed gunmen, and I'm going to die,' an arrest affidavit states," FOX 35 states. FLORIDA HIGH SCHOOL PANIC WAS 'CRUEL PRANK,' POLICE SAY, RECOMMEND EXPULSION FOR 'PRANKSTERS' Police were alerted to the verbal exchange and told the TV station they arrived at the hotel to check the roommates' well-being. When officers knocked on Alves' room door, he repeatedly asked for their badge numbers several times. Police said they complied and gave them to him. Alves then began to count down from three, then fired one shot through the door with his gun, striking an officer in the chest. An exchange of gunfire then took place between officers and Alves. Some of Alves' rounds reportedly went through the walls of another room where two people were staying. FLORIDA SCHOOL SHOOTING TRIAL: PSYCHOLOGIST SAYS PARKLAND SHOOTER SUFFERED FETAL ALCOHOL DAMAGE Alves and his roommate were then taken into custody, police said. The officer is expected to recover. Alves is facing three counts of attempted first-degree premeditated murder of a law enforcement officer, one count of shooting into an occupied building and use of a firearm during a felony, FOX 35 says. The officer shot was wearing a bulletproof vest and only suffered bruising and a small laceration on his chin. "The vest did its job," Melbourne Police Chief David Gillespie said. He added that Friday also marked the officer's 26th anniversary with the agency. The average transaction price paid in August was a record $48,301, according to the latest data from Kelly Blue Book. That was up from $48,080 in July and marked the fifth-consecutive monthly record. It also represents a 10% ($4,712) over August 2021, which was shortly after the supply issues started in earnest.
